Part Time PTABOA and Appeals Liaison DEPARTMENT:
Tippecanoe County Assessor's Office SALARY:
$19-$21.
50 per hour depending on experience ESSENTIAL DUTIES:
This position provides logistical support to the Property Tax Assessment Board of Appeals and Appeal Deputies under the supervision of the County Assessor and/or Project Managers.
Updates data in the appeals management systems.
Maintains PTABOA schedules, agendas, minutes, and performs other secretarial duties including facilitating monthly hearings and mailings.
Assists in receiving and processing appeal and exemption applications as needed during relevant intake windows.
Research appeals, compiles market evidence, reviews and evaluates petitioner supplied evidence, and conducts informal conferences with appellants and works as a liaison between state, county, townships, taxpayers, attorneys/tax reps, and other industry professionals working on appeals.
Creates and distributes any forms necessary for appeal proceedings.
Researches and collects data pertinent to exemption applications property use & valuation.
Assists in determining necessary information & data to request from Petitioners with upcoming hearings; sends and receives said requests.
Compiles information for hearings and creates evidentiary packets/exhibits for properties under appeal, presents findings to associated parties of the appeal including but not limited to PTABOA, petitioners, and other County Officials.
Assists taxpayers with property record cards and using GIS, informs on various aspects of yearly trending, such as neighborhood delineation, property class codes and ratio studies, and educates on the current assessment valuation methods that can be used in an appeal or review of assessment, including the sales comparison approach, the cost approach, and the income approach.
Assists in research in other assessment related special projects as needed.
JOB REQUIREMENTS:
High school diploma or GED.
Valid driver's license.
Basic computer skills including word processing/spreadsheet/email and the ability to learn Department specific software applications; competency in common office software programs and ability to learn and integrate new software and processes into work routine.
Applicant has the ability to understand & retain written and oral instructions; collects and compiles information independently and present findings in oral or written form.
Ability to effectively communicate orally and in writing with co-workers, other County departments, appraisers, realtors, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Comfortable speaking and presenting information in a public meeting space.
Ability to perform and interpret various (basic) mathematical functions related to both single property valuation and mass appraisal.
Ability to use GIS to locate addresses and obtain property information within the County.
Work will often be self-paced and solitary, demonstration of proper time management is essential.
Ability to provide public access to or maintain confidentiality of Department information and records according to state regulations.
Ability to obtain a Level II Assessment certification in the first 12 months of employment.

Estimated Salary: $20 to $28 per hour based on qualifications.
